The Industrial College of the Armed Forces (ICAF) is part of the National Defense University. ICAF is the premier Department of Defense joint professional military education institution for national security resource management. ICAF prepares selected military officers and civilians for senior leadership positions. Some students elect to conduct research and are supported by ICAF’s vibrant research program, this is one of those documents.
