The goal of this committee was to study and analyze the proportion of tactical air units to ground units (Training Circular no. 30, June 19, 1945, and Field Manual 100-20, July 21, 1943), and to evolve a measurement for future planning whereby staff planners may draw up a troop basis of Air Force units for a task force, and a doctrine for the relationship of air and ground units using weapons of the immediate future. Tactical Air Command (and components of TAC), ground air defense, engineer units, and service and supply units are all discussed.
