This student paper deals with the determination of plans, procedures, and agencies necessary to attain the most effective control over and distribution of manpower in a future war. The labor force, sources of manpower, the manpower situation in World Wars I and II, mobilization and future trends, national service, and a proposed national service plan are all discussed.
